More security firms nail good police grading

This was taken from page B2 from The Straits Times dated December 29, 2009.

It seems that this year there were 57 guard agencies that scored 'A' or excellent in the latest compulsory grading by the Security Industry Regulatory Department of the Singapore Police Force.

Well, is this a great news for companies, businesses, organizations, government and statutory boards, hospitals, universities, polytechnics, schools, etc that uses outsourced guards to provide security to their respective premises?

Well, you will get to know once we release our book within the next couple of months.

Mas Selamat still "defiant"

Today Online, dated Oct 20, 2009 published an article on Mas Selamat Kastari as being "uncooperative" and "refused to talk" according to the Internal Security Department (ISD).

First of all, he's just an Internal Security Act (ISA) detainee, almost on par with other political detainees.

Secondly, he's NOT actually committed any crime yet and every person is presumed to be innocent until proven guilty.

Mas Selamat is a born leader and will certainly will not succumb to any interrogation methods.

Will we be able to see him come back before the coming 2011 General Election?

Or will the timing of his return occur after the GE?

Ideologies - religious or otherwise are hard to eradicate because a leopard can never change it's spots.

Death of Nordin Mohd Top and Mas Selamat's Complaint

JI fugitive from Malaysia, Nordin Mohd Top, was reported by the Indonesian police as being shot dead on September 17, 2009 and that DNA tests has proven that he was indeed Nordin Mohd Top.

Terrorism in South East Asia will not end despite the recent killings of JI's top leaders like Nordin and some Abu Sayyaf guerillas, now being branded as criminals by the Philippines government.

As long as their vision and beliefs are not met, through terrorism activities or criminal ways, their organizations will continue to thrive and their renewal process will continue until their objectives are met, through violent struggles or by peace treaty.

It was an eye-opener that Mas Selamat Kastari had complained to Malaysia's NGO Suhakam that he was being drugged and beaten whilst being detained under the Internal Security Act (ISA) in Singapore.

Perhaps the Singapore government should set-up an independent body that will look into the welfare and well-being of all ISA detainees and it would be better if it could involve some international human rights watch activists to deter any ill-treatment of ISA detainees.

Attractive for would be molesters in Singapore

The Straits Times July 23, 2009 carried a report on a former grassroot and youth leader who molested a teen-aged girl got away with a fine of only S$2,000.

The only reasons that this guy got off with a lighter fine compared to a security guard who was fined S$4,000 for molesting incident a few weeks earlier are probably his 28 testimonies of his good social works and he is better educated and hold a higher position than the guard.

I really pity all innocent girls and ladies too, who might get molested by these sexual perverts and the beauty of it, they are likely fined between $2-4k, with the maximum allowable fine of $10k.

Those who are educated will certainly be let off with a lower fine of $2k while those who are lowly educated or blue-collared worker will probably attract a $4k fine.

Cheap way to get cheap thrill!

Way to go guys, after all, Singapore is known as a "Fine City" by foreigners and shops selling these t-shirts as souvenirs.

And you thought co-broke is only mainly found in real estate deals

There are some security guard agencies (including those rated 'A' by the SIRD) that are in cahoots in 'unwritten' or 'unorthodox' deals to pass clients that had rejected an agency to fellow collaborators, in what I'd call a 'price-fixing' scam.

There are many countless security loopholes that can be exploited by those who are 'smarter' than the rest.

Some even made use of their Member of Parliament to help them secure certain certifications that in turn qualifies their agency to be rated 'A' by the SIRD.

My retirement plan is ready and when I officially made it good, I will no longer or blog lesser as time does not permit me.

Wonder why people are afraid to leave a message on my shoutbox or even email to me.

It's not as if I'm anti anybody or any organizations.

I'm not a political activist or an anti terrorist or anti government, just a security professional making it big, legally of course!

Majority of security guard agencies still unprofessional

Despite facing manpower shortages of licensed guards (including Supervisors, Executives, etc), many security guard agencies still lacked the professionalism expected of them by clients as well as for jobseekers.

A handful of the guard agency bosses, including those key appointment holders such as General Managers and Operations Managers has taken their own initiative to attend the WSQ Diploma in Security Management course.

Even some Grade 'A' agencies are still lacking the effective management as required for their grading by the SIRD.

Many are still taking advantage or manipulate their security personnel by including a clause in their employment form that required those staff still on 3 months probation (some even required 6 months probation) to serve 14 days' notice if they want to resign.

The Ministry of Manpower (MOM) suggested 1 day's notice for unconfirmed staff.

Some of the guard agencies even have a column asking candidates to state their last place of work, example, Plaza Fantasy or Xanga Condo and this causes a breach of confidentiality of the previous guard agency that they had worked for.

What was the motive or intention of these unethical guard agencies? Poaching? Planning to tender for the future contract?

Security officer fined for molesting student

This article was reported in page B4 from The Straits Times, July 7, 2009.

A 37 years old male Chinese security officer was fined S$4,000 for molesting a 21 years old student on board of the MRT train.

In my personal opinion, this guy was very lucky not to have receive a jail sentence of up to 2 years as this will cause him to lose his private security license.

However, this may set a precedent for future similar offences as the offenders may use this case as their benchmark in order to avoid a jail sentence.

I believe that all uniformed security personnel should uphold their pride, dignity, professionalism and moral because they are perceived extra eyes and ears for the SPF to reduce or mitigate any crimes, security threats, etc and also act as a deterrent to terrorists.

I believe that certain crimes like molesting should not be a good excuse to escape a jail sentence for any uniformed guys because these guys will tarnish the reputation of other innocent guards who are out to earn a decent living, no amount of any compensation and/or apology to the victim is justified as they are from uniformed group, although they may be from private security agency.

Certis Cisco S$2 million theft was so easy to pull off

The New Paper dated July 6, 2009 carried out a more details of the theft committed by their own auxiliary policeman who has worked there for about 4 years and was very familiar with Certis Cisco's security operations procedures and processes within their cash processing centers.

All this was done without any gadgets or high-technology stuff.

Simply making use of his fellow colleagues' complacency and perhaps even fatigue because all of this routine work procedures and processes has been in place for quite some time already.

This will greatly affect Certis Cisco's security audit should the Security Industry Regulation Department (SIRD) go ahead to implement some major changes in the grading of all security guard agencies within the next year or two and perhaps making it compulsory for all of the security guard agencies to be graded as DPM Wong Kan Seng has mentioned a couple of years ago on "Let the buyers be aware" when they shop around to short-list and then making the final selection on choosing their own security guard agency provider.

Another issue to be seen by the clients are their integrity, handling of immediate crisis and their recovery process like giving assurance, reviewing and tightening existing security procedures and processes.

If a state-owned armed guard provider is seen as slacking or lack the minimum expertise to carry out tasks assigned to them, what else about those private security agencies?

Bravo to Dr Faishal

MP for Marine Parade GRC Dr Muhammad Faishal Ibrahim suggested that the Housing & Development Board (HDB) to provide alternative housing to those who have difficulty to service their mortgage loan or faced red tapes in applying for a rental two-room flat be given two choices:
1. Short tenures (5 to 10 years) or

2. Restrictions to selling it to the open market.

He's the second PAP MP that I have high regards on, the other was Mr Hri Kumar of Bishan-Toa Payoh who suggested that the government provide help to those with difficulties of getting a bank loan for their degree.

The way out of poverty is through education, not hand-outs or seeking financial assistance or forcing oneself to take on a low pay and low skill job where if the applicants can't keep up with downgraded lifestyles or unable to pay bills and other comforts that they are used to have will cause them to turn to crime, the only difference is that these people are professionals or managers or other highly skilled personnel.

My MP? Better give us her constituents 10 or more reasons as to why we must for for her for her lack of personal effort to genuinely help those who are not seeking hand-outs but a temporary reprieve.

I normally try not to get involved in politics but I can't help but to voice out my personal opinion.

Mas Selamat sentenced to two years ISA detention

The above headline was taken from The Star Online (May 27, 2009).

Mas Selamat was sentenced to 2 years detention at the Kamunting Detention Center in Taiping, Perak, Malaysia.

While under detention, he will be "rehabilitated" in a similar manner with the WRDC, through debates with religious experts.

2 years later, if he were to be extradited to Singapore again, I doubt he would change for the better because of 2 reasons*.

So, good luck to Singapore's government in their bid to change his mindset on being a radical terrorist and his fixed ideology.

* There are two reasons, proven through research that what causes people to turn to terrorism, but I won't reveal it until the time is ripe.

A Govt loan to get your Masters?

This headline was taken from Today Online (May 27, 2009).

The Member of Parliament (MP) of Bishan-Toa Payoh, Mr Hri Kumar proposed that the government should step in with a comprehensive program of student loans for those wanting to read their Master's degree.

Mr Hri Kumar has done the right thing, supportive of Singaporeans who wished to upgrade themselves academically but was put off by problems of getting a study loan from the bank.

Unfortunately, my area MP's secretary was not even keen on that when I seeked help on getting a rental flat for 2 years until I complete my Master degree, but even together with my MP's fellow MP within the same constituency (GRC), I still get a standard reply from the HDB about them unable to accede to my request.

I believe that education is the key to get out of poverty and I mean a foreign university, because I don't mind to relocate to other countries should the going gets tough - due to age discrimination even though the tripartite was set-up to deter this unfair practice.

I believe my MP should list out 10 or more reasons as to why she should get my vote in the next General Election when we the voters chose her over Dr Chee Soon Juan for his questionable conduct.

Mas-Selamat-Kastari-Brilliant-Escape-to-Skudai.html

It was reported by The Star that Mas Selamat has worn several layers of clothings, including woman's clothing.

Where did he get that woman's clothing? His wife during her past visits or did he steal someone's clothings during his escape from Whitley Road Detention Center (WRDC)?

And how did he managed not to arouse the guards' attention in WRDC if his clothes looked too bulky or that he had suddenly put on weight too fast?

Or did he bribed anyone to help him gather as many clothings as he could possibly could?

How about the children's arm buoys? Where did he managed to obtain it? Couldn't be too much of a coincidence for him to manage to get it smuggled into WDRC!

How could he simply managed to get children's arms buoy simply by walking from WDRC towards Woodlands?

Even with property cash-back deals made illegal, there are still agents, buyers and sellers are still doing it because their reasoning was, as long as the agent did not make a profit from it, excluding his commission, there was no "wrong doing" of any kind.

This statement was made by an associate director with a local real estate company when he and my agent spoke to me earlier this evening.

Like the popular saying goes... "You can do anything, but don't get caught."

Despite the legislation, people will still try to find ways and means to go over, above, behind it, etc.

Likewise, I too, did mention that there are many security loopholes waiting to be exploited by criminals and terrorists.

Mas Selamat Kastari a Master of Disguises and a Survivor

It was reported in The Star online May 23, 2009 that Singapore's escaped ISD detainee Mas Selamat Kastari fled by disguising himself as a woman and also wore layers of clothing after escaping from the Whitley Road Detention Center (WRDC) last year and that he shed each layer of clothings to cover his tracks.

Mas Selamat also had made use of the drains as his escape route towards Woodlands and he had swamed across to toward Stulang Laut, about 2 km from Singapore in the cover of darkness and using a pair of children's arm buoys as an aid.

Not bad for a guy aged 48 and who's not highly educated.

He is indeed a born leader with his determined and well-planned escape methods.

Mas Selamat is also a true survivor, having faced obstacles during his escape and hardships as he crawled through the dirty and smelly drains during his escape.

I think the Malaysian authorities will think very carefully whether they will hand over Mas Selamat after his detention there because of Singapore's stance on "rehabilitation" on terrorists and as I've mentioned in my earlier blog that Mas Selamat is a stubborn guy.

I wonder how Mas Selamat can be successfully reformed.

New Security ID Not Good Enough

I went to collect the new Security Identity Card (ID) issued out in several batches to licensed private security personnel, from Operations Managers right down to Security Officers and for those who are exempted (ex-regulars from the SPF, SAF, SCDF, ex-Auxiliary Police Officers (APO's), etc) and for those who are nationally certified under the NSRS and WSQ.

There are obvious security flaws on it but I don't intend to comment on it yet.

Licensing private security personnel is a good beginning for better things to come.

Let's wait for the next bigger move: making grading mandatory for all security services providers and also for the bosses to attend Diploma in Security Management and educating bosses not to flout licensing terms and conditions as well as not to flout the employment laws.

Mas Selamat No Ordinary Criminal

"Mas Selamat Caught: No Ordinary Criminal..." this headline was take from The New Paper, May 18, 2009; page 2 & 3.

Dr Ahmad Nidzammudin Sulaiman, political science head from the Universiti Kebangsaan Malaysia (UKM) was quoted as saying that the alledged suspect from the Jemaah Islamiah escapee from Singapore, Mas Selamat:

"For somebody regarded as 'special of the special', Mas Selamat will receive maximum attention by the Malaysian authorities. He is considered a dangerous person.

It is no place for a determined and smart terrorist like Mas Selamat."

In my personal opinion, Mas Selamat is indeed very determined but not 'smart' as perceived by Dr Ahmad.

Mas Selamat Kastari is a born leader and is probably stubborn in nature (kepala batu or degil in Malay) and further more, he is from the old school terrorist, probably not that technology and IT savvy as he belongs to the Baby Boomer generation.

But he was trained in bomb making and guerrilla warfare tactics, having trained in Afghanistan and if he had ever served national service in Singapore with the army, most probably he may picked up jungle and urban warfare skills as well.

Dr Ahmad Nidzammudin perceived Mas Selamat Kastari as a dangerous individual, someone who is probably better off isolated in a secured detention center as opposed by Singapore's government stance (DPM Wong Kan Seng) that Mas Selamat Kastari should be 'rehabilitated' rather than incarcerated in prison because he haven't committed any crimes yet and there was no casualties, no fatalities and no losses or damages done yet.

Yeah, this dude is 'innocent' unless otherwise proven... are we that damn sure about it?

Wait for the first coordinated successful terrorism strikes then Singaporeans will wake up but by then damages of properties and assets and loss of lives would be too shocking for Singaporeans because the post recovery process will be painful and traumatic to handle...

Security firms fined for flouting MOM employment law

The newspaper The Straits Times headline (Page C3) "MOM takes 7 'bad' employers to court" dated May 15, 2009 carried out the report of 2 security guard agencies (security services providers) King's Security and Safety Management flouted the employment act law by making their guards working more than 12 hours per day and the guards worked more than 72 hours' of overtime each month, done without prior approval from the Ministry of Manpower (MOM).

The other security guard agency mentioned was Westpoint Protective Security & Investigation, presumably with similar offenses.

King's Security was one of the Big Boys in the private security industry so the conviction serves as a wake-up call to those who used outsourced security personnel.

Caveat emptor, or let the buyers be aware.

It's time that all private security licensees be made to attend compulsory Security Management courses, either from private institutions or from Temasek Polytechnic or the Security Industry Institute (SII).

And make it mandatory for all the security guard agencies (security services providers) key management staff like Business Development Managers, Business Development Executives, Operations Managers, Operations Executives, Security Executives and Chief Security Officers to attend Security Management courses as well.

If the private security industry doesn't shape up, they should ship out. Period. No two ways about it.

He was plotting new attacks on Singapore

The above title was taken off Today Weekend Online, May 9, 2009.

Anyone who has read my blog ought to know that terrorism is still much alive, especially within the Asean region.

It will be an uphill task to eliminate terrorism when the terrorists and their sympathizers are still frustrated with certain issues (I won't divulge it yet) and until these issues are addressed, perhaps the terrorists and their sympathizers will be more willingly to be law-abiding and peaceful citizens or residents in Singapore as well as the Asean region.

Singapore's perception and reputation of being a safe and secure city-state is actually quite on the contrary, more so after the two Integrated Resorts, Resorts World @ Sentosa and Marina Bay Sands are fully operational.

There are lots of security loopholes, breaches, weaknesses, etc and the terrorists and criminals, including transnational criminals, transnational triads, organized crime syndicates, modern and tech savvy loan sharks, smart burglars, etc are all waiting to utilize the security loopholes readily available and it takes a true security expert and the authorities to complement each other to plug these readily available security loopholes before Singapore is to experience a first successful coordinated and well-planned terror attacks as well as crimes in natures least expected by our police force.

Below are excerpts taken from Today Weekend Online version, quotes by some "security experts":
“I would have thought he would have been caught in southern Thailand,” said RSIS senior fellow Antonio Rappa. “If he were smart, he would have gone there.”

His RSIS colleague, Dr John Harrisson, also felt that Mas Selamat “clearly misjudged his personal security by remaining in the area for any length of time”.

And how about our DPM Mr Wong Kan Seng, who is also the Home Affairs Minister:
“Today, Whitley Road Detention Centre is very different from the one on Feb 27, 2008. Many security measures have been put in place and that is the place we are going to put him in.”

Are Singaporeans, Permanent Residents, expatriates, foreign students, foreign talents and foreign workers, etc are really convinced by the "security experts" and DPM Wong's words?

I, for one, certainly won't because I know that there are many security loopholes, breaches, lapses, etc are still easily available right here under our noses.

Mas Selamat Captured

This was The Straits Times (May 8, 2009) headline.

Mas Selamat was captured by the Malaysian police about 6 weeks ago.

One of the amazing detail was that he allegedly used 7 toilet rolls to break his fall during his escape from the Whitley Road Detention Center.

How on earth could this guy managed to grab 7 rolls?

Mas Selamat's recapture is no awesome news to cheer because besides escaping the WRDC, he did not commit any actual crime like mass murder, taking a hostage's life, etc.

He will be sent off to be "rehabilitated" again.

Anyone who has undergone military training in Afghanistan would probably been taught how to react to psychological and mental torture, so after a couple of months, most probably he would relent and says, "I quit" and hence becomes "rehabilitated."

Mas Selamat would probably know that he has to practice the art of survival simply by being cooperative and submissive to the religious preachers in order for him to regain his personal freedom.

2009-2010 are the best time for the terrorists to start planning and then to execute their coordinated attack plans simultaneously at various pre-determined locations so that they will achieve their targets and agendas - creating fear, pandemonium, panic, hatred, etc and of course these will lead to great financial disasters and catastrophes to Singapore as our nation's reputation, image and status will go back to ground zero.

In 2009, the world felt the global financial meltdown through USA's banking and financial problems, sub-prime mortgage defaults, etc and in 2010, more businesses and individuals will face the financial brunt through bankruptcies.

In late 2009 and early 2010 is also the right time for transnational criminals, organized crime syndicates, terrorists, etc to make their presence felt because by then Singapore's two Integrated Resorts - Resorts World and Marina Bay Sands will both be operational.

The Jemaah Islamiah and the Al Qaeda are against gambling as their religion does not encourage haram income through revenues made through gambling and furthermore, the Americans, especially the Christians will become their target of attacks.

Another interesting situation would be prostitution, loan sharking activities and money laundering activities that will grow naturally as long as gambling and vice activities are around.

The only difference would be these syndicates and underworld gangs would probably be well-armed with pistols, revolvers and sub-machine guns.

Impossible? Think about it and think really hard before you doubt that it won't happen.

Hands, hearts in tough times

This headline was taken from Today Online, May 7, 2009.

DPM Teo Chee Hean says public servants can help Singaporeans during challenging times by showing “understanding, empathy and sensitivity for people.”

I really wondered if the MPs at the Meet-the-People sessions really practiced "understanding", "empathy" and "sensitivity" for the people.

The most underrated and overlooked group of people during high unemployment rate, recession, financial crisis, economic downturn, retrenchment, reengineering, etc are the professionals and more so if they owned a 5 rooms or bigger HDB flat.

Considered "rich" even when they are jobless and with mounting debts, they can't even qualify for help from Family Service Center or any other organizations for basic help like food, utilities, etc.

So, indirectly, these groups of people, including managers, engineers and technicians, may have no choice as they have no way out, but to make a pact with terrorists, transnational criminals, organized crime syndicates, robbers and thieves, etc in order to get money for survival by squealing vital, critical and secret information needed by the crooks to successfully attain what they want or achieved their agendas.

It is high time that the government provide help to these groups of PMETs who were unfortunate to have bought 5 room or bigger HDB flats so that they too, deserved to be able to provide food for their family and resist the temptations to abetting the criminals and terrorists to achieve their agendas, motives, aspirations, etc.

PMETs have higher education, possess skills and talents, specialized knowledge, with access to certain restricted and secret information, etc.

Live and let live.

Outburst at Meet-the-People Session

This incident was reported in The Straits Times, May 7, 2009 but it had happened on April 27, 2009.

A 17 years old male youth was arrested by the police after his violent outburst at a Meet-the-People session.

Despite the government's "kind" gestures of helping his family by giving them food vouchers and getting them a rental flat and waiving their registration and administrative charges, the 17 years old youth's temper flared up and it was reported that he picked up a metal chair and slammed it twice on to the glass door but fortunately the glass door was still intact and no one was hurt.

This incident had happened at Serangoon North Avenue 1 and the youth was out on police bail.

What we have read about the incidents of assaults to the MPs in the past are rather mild - the mentally ill, lowly or uneducated and the poor.

What the MPs haven't experienced yet are severe crises - hostage taking, fatally shot or seriously wounded, real anthrax threat, improvised explosive device, acid attack, etc. carried out by hard-pressed professionals, militants, saboteurs, arsonists, armed professional killers, etc.

Before any readers dismiss that it can't be done right here in Singapore, in actual fact, it still can be carried out by transnational criminals, soldiers of fortune, terrorists, organized crime syndicates, etc and yes, coming soon, the revolutionized loan sharks - from unarmed or armed at the most with parangs, etc - with real weapons as they expand and protect their turfs.

One-in-four-return-to-crime

This was the article headline from Today Online, May 6, 2009.

Although the recidivism rate of about 25.1% (or 1 in 4) of ex-offenders went back to crime seemed "low" but the security threats are for real.

Imagine having ex-hardcore criminals like rapists, armed robbers, gangsters, etc that were released after serving their incarceration and rejoin the workforce as cleaners, landscape technician (gardener), construction worker, etc.

The probability of them committing crime, this time thanks to their exposure to the rich and wealthy people's homes, especially in condominiums, makes it easier for them to go back to their old ways again.

Condo residents say guards went AWOL

This news headline appeared in page Home 15, The Sunday Times (May 3, 2009).

It seems that two residents had claimed that the guards, including the duty Security Supervisor was missing from their static posts.

The guards were reportedly "missing" at about 0300-0640 hours (3 a.m. - 6.40 a.m.), this incident shouldn't have happened, especially since most guards (except those who are exempted) has undergone either the National Skills Recognition System (NSRS) or the Workforce Skills Qualifications (WSQ) courses to be employed as guards and with the Private Security Industry Act (PSIA) just kicked into effect recently, this incident certainly made a mockery of the SIRD as well as the WDA and other authorities or training schools and open a door to terrorists, transnational criminals, hardcore gangsters, organized crime syndicates, etc an opportunity to expand and strike because they (crime perpetrators) knew such weaknesses, vulnerabilities, breaches and loopholes still exist right here in Singapore!

One female guard was reported to be saying that she was "resting" for 3 hours - what a luxurious break!

Another guard seemed to be "drunk" - this is a no-no under the new Private Security Industry Act (PSIA) new Code of Conduct.

And the Security Supervisor who went out for about 15 minutes to get his breakfast - causing severe security breach while he simply went out without ensuring there is another guard to man his guardhouse - another no-no under the new PSIA new Code of conduct for all licensed guards.

If and should the licensing body, the Security Industry Regulatory Department (SIRD) decide to launch an intensive investigation and should the above allegations be found to be true, then the SIRD should seriously begin to purge these rogue guards by cancelling their 5 years' license because they had compromised security as well as tarnished the negative image that the SIRD, SII, Temasek Polytechnic and approved guard training centers which are trying hard to raise the profile, professionalism and image of the Private Security sector.

Most buildings, factories and plants, warehouses and logistics centers, schools, etc owners or managing agents or the facility management staff failed to ensure proper security procedures and processes are in place and most importantly, actual back-up team to anticipate hanky-panky things from happening whilst the existing guard agency is waiting to withdraw and hand-over to the incoming guard agency.

This was today's (May 2, 2009) The Straits Times news headline.

The Singapore's government is doing something to help the Professionals, Managers, Engineers & Technicians (PMETs) through upgrading of skills in Skills Program for Upgrading and Resilience (SPUR) through subsidies of up to 90% for the Workforce Skills Qualifications (WSQ) programs.

Although there are courses under the SPUR programs, it's more suitable for the local environment rather than of international standard.

The government has realized that PMETs can be a deadly force to reckon with if they have no way out or being forced to retaliate through violent or criminal ways if they remain jobless.

Security Services Providers that Don't Shape Up Will Ship Out

Hopefully the licensing authority for the private security industry in Singapore (SIRD) will take a more proactive step by making it mandatory for all security services providers (guard agencies) to maintain a minimum standard that is expected from them, like compulsory grading and meeting all the requirements set by the SIRD and it's authorized training schools like the Security Industry Institute (SII), Temasek Polytechnic and approved private security training schools.

An alternative for those who wants to stay in this sunshine industry is to encourage more mergers and acquisitions (M&As).

With the combined resources and manpower, these smaller agencies will have to do it in order to remain in the private security industry.

Second suspect in $2m heist to be charged today

This was the headline from the Today newspaper online version.

The 2 Certis Cisco employees was allegedly stolen S$2 million from the Certis Cisco headquarter in Paya Lebar.

Imagine pulling off such a big heist and only S$1.4m was reported recovered.

Not too bad to net S$600,000.

This was not the first time the auxiliary guards pulled off a big heist right from the HQ and I believe there were at least 1 to 2 or more committed a few years back.

Time to Make it Compulsory for Agency Owners to Take Course

The owners and key management staff of security services providers (a.k.a. guard agencies) should be compelled to take a recognized Security Management course by our local polytechnic or university, or for international recognition, a Security Management course offered by internationally recognized universities, so that the owners and their key management staff too can be deemed as qualified private security professionals.

Presently only guards, supervisors and some operations executives went for the WSQ security courses.

There are many issues handled poorly to the extend that it can be labeled as mediocre standards that even some better educated guards are capable to know it.

Loan shark harassment cases rise sharply

This was the front page headline from The Straits Times (Apr 17, 2009).

Quote from the 8th paragraph:"A rise in certain crimes like loan sharking activities and cheating usually accompanies economic downturns as more desparate people turn to illegal ways to get money. During the 1998 Asian financial crisis, the number of crime rose 8 percent over the previous year's. During the 2003 SARS-induced recession, it rose by 5%."

In my previous entry, I already mentioned that crimes will rise in tandem with economic crisis, especially when the unemployment rate is going up.

Technology can be defeated by determined crooks and these people may not need to be technology savvy or tertiary educated.

DPM Wong: We'll be tough with protestors

This is the headline on page B5 of The Straits Times dated Apr 15, 2009.

DPM Wong stated that the terrorists have moved beyond the traditional methods of suicide bombings, attack by sea and "feyadeen type" attacks (see http://findarticles.com/p/articles/mi_m0IAU/is_4_9/ai_n6361791/).

DPM Wong also mentioned that the range of attacks have extended to hospitals and sporting teams.

He added: "Our water supplies, food supplies, infocommunication systems, hotels and restaurants are all possible targets, not just government buildings and transport infrastructures."

Alleged escaped fugitive Mas Selamat bin Kastari should not be someone to be feared of, if he was indeed capable of launching a successful terror attack here, which means that there are human casualties and fatalities, would Mas Selamat be sent for rehabilitation because of his allgedly spiritual faith albeit perceived as off-track?

If he was such a "terror" why offer him a chance to be "rehabilate" himself, when his ideology of terrorism was based on Al Qaeda's spiritual war against the Americans, large perceived as a Christian nation and its key allies?

Mas Selamat would have been sentenced to death by hanging if he was that efficient and capable to do mass property damages as well as causing deaths, disabilities, injuries, trauma, etc to Singaporeans and foreigners alike.

If you've been following my blog, you would have noticed that I mentioned that the New Age Terrorists are non-conformist of the old school ways of terrorism activities.

Non-conformists don't like to be taught, showed or prompted on where they should strike, how they should launch the terror attacks, what kinds of weapon arsenals should they equip themselves with, etc.

It all boils down to how open our society is, are we able to adapt to unfamiliar changes and what is our tolerance level to these diverse cultures, faiths, political and social upbringing of these new migrants and not to isolate these new migrants but help them to assimilate well into the society.

Foreigners made scapegoat

Recently it was reported that the Ministry of Manpower (MOM) enforcement officers has caught 2 Indian Nationals on work permit moonlighting as car washers while they were supposed to be employed doing other vocations. This has been ongoing over many years and nobody seemed to be interested to report on these foreign workers moonlighting to earn extra incomes.

What most unemployed Singaporeans want is to get a job paying a decent income, preferably performing similar tasks and not getting paid peanuts.

A reasonable salary would be, say, $2,000 a month, not like most employers that tied up with CDCs, e2I or WDA, hoping to get cheap labors.

A better alternative is to give a one-time help to Singaporeans with viable Business Plans to strike out on their own and should they fail, they should either rejoin the workforce despite being employers' market now or find their own money to start another business.

Certis Cisco officer in court over $2m theft

This was today's news headline (Apr 15, 2009) in The Straits Times.

2 Malaysian Certis Cisco armed guards employees (a.k.a. auxiliary police) had allegedly committed criminal breach of trust by absconding to Malaysia after taking S$2m off with them.

This crime was pulled off despite security procedures and processes set by Certis Cisco.

Certis Cisco's reputation as a GLC is at stake because there were a few other incidents like officer committing theft at a supermarket, fatally shot a colleague, buying Medical Chits, escort outriders taking bribes, etc that was reported in the local newspapers a few years' back.

Wonder what SIRD rating they will get this year, as they are government-owned and ran by ex-senior SAF/SPF officers, it's high time they do a proper review of employing Malaysians.

Certain countries like Malaysia and Hong Kong employed Gurkhas as private security guards and some are armed.

If a thorough inquiry is not carried out, more clients will doubt Certis Cisco's reputation as a leader in armed guards industry.

Heist near police HQ, RM700,000 jewellery stolen over the weekend

The above headline was taken from The Star Online, dated Apr 14, 2009.

The jewelry shop was robbed clean of RM$700,000 jewelry and cash of about RM$35,000.

This was despite the shop was about 7 doors from the Kuantan Police HQ!

The burglar alarm was not triggered despite the owner claim that it was still operational.

It seems that those thieves knew what they want and knew how to avoid trigerring the alarm system.

More PMETs show up

Yes, this is one of the headline from the Singapore's free newspaper, dated Apr 8, 2009.



Some of the Professionals, Managers, Executives and Technicians (PMET) were reportedly in their 30's, with some coming back from overseas but were not able to find a job and some who were retrenched.



In The Straits Times today (Apr 4, 2009), a former Prisons officer aged 42 years was quoted as being unemployed despite having a double degree from an Australian University but he has since found a job after undergoing WDA's WSQ course in Customer Service. This guy is lucky to earn $4k a month now compared to fresh graduates who may be offered a starting pay of between $2k to $4k depending on what degree they're holding - business admin, business management, economics, electrical engineering, mechanical engineering, etc.



This is a grave mistake by many Singapore employers who chose to put their faith in locally developed courses as it may not be recognized by other foreign countries as they preferred internationally recognized qualifications.



The WSQ courses are more of a role playing environment with some time for classroom lessons and they have to demonstrate how they would do it "live", unlike foreign tertiary instituitions where real subject knowledge are taught and undergrads have to complete assignments, exams and make presentation, etc.



Now Singapore is a potential hotbed for terrorists, arsonists, criminals, transnational criminals and others including violent activists to launch their attacks and crimes as more PMETs' needs are not taken care of by the relevant authorities and employers that are pro-government.



It's also high time for the government to make Skills Development Funds (SDF) available to the public that are keen to upgrade themselves during this global economic downturn.

The best gift from any sensible government to its citizens is the gift of education, to prevent abuses why not let the individuals to pay for the course(s) of their own choice, preferably with an international institution of learning and then the other prerequisite would be to at least pass the exams.



At least independent and creative Singaporeans can choose to work overseas where the grass may be greener rather than being stifled here with unrealistic low salary coupled with high costs of living.

More than 10,000 got laid off in Singapore

The Straits Times (Apr 6, 2009) has reported that more than 10,000 people has been retrenched or laid off in the first 3 months of 2009.

The global economic crisis is expected to last through 2010 and recovery may be from Nov 2009 onward.

About a decade ago, one of the first question asked over the phone by recruitment firms and employers would be, "Are you a Singaporean?"

The trend has bucked a few years ago, with recruitment agencies and employers asking, "What's your age?"

This is despite the government's Tripatite Centre for Fair Employment being set-up to advice employers to recruit or to give preference to older workers.

Unemployment or a mismatch in career (example, wrong career, downgraded to a junior position, severe paycut, no 5 days' week, etc) is one of the vital sign of impending rising crime rate because these employees will not be happy in their unpleasant work environment coupled with other factors like lesser fringe benefits, lower bonuses, low or no salary increment and many middle to senior executives and managers, as well as professionals, will struggle to keep up with private housing mortgage loans, car loans, home improvement loans, hire purchases, credit card bills, transportation costs, etc.

For those professionals and experts who are used to living and spending lavishly, may turn to frauds and crimes - cheating, criminal breach of trust, operating get-rich-quick scams, etc and those who are really pissed off by their former employers - government and private sectors alike, may resort to revenge - espionage, covert spying, theft, arson, vandalism, etc and those who are really frustrated could turn to terrorism, joining forces with organized crime syndicates, joining transnational criminal syndicates, providing smarter solutions to loan sharks utilizing technologies to evade detection, smuggling of arms, contrabands, prohibited and dangerous items and substances, drugs, etc.

After all, professionals and experts are potentially lethal if they are forced by circumstances to go against their code of ethics, professionalism, code of conduct, etc if they are being caught in a situation with no way out.

Architects and professional engineers - blueprint of the building (including materials, locations of sensitive rooms, data storage, vault, strong room, etc). They know where it's located, how strong is the materials used, the surrounding area, etc and they may pass these confidential or top secret information to terrorists, violent activists, smart criminals, etc to their advantage.

Doctors and other medical professionals too can be lethal - poisoning, torturing, etc of people, hostages, etc while under the command of terrorists, violent activists, mutineers, etc.

And so with other professionals and experts.

Worrying Employment Trends

The employment situation in Singapore for tertiary educated people remains weak, with many employers, including those that tied-up with Community Development Councils and other government bodies with many offering jobs that were meant for those lowly educated or blue collared workers.

With the 2 integrated resorts launching within the next few months, there are good news for compulsive gamblers, terrorists and criminals, including transnational criminals.

Why? The time is ripe for a crime rampage as the world is still on a global economic crisis.

More unemployed and those who had suffered unrealistic paycuts and rank seniority may become con-men, commit thefts, loan sharking, money laundering and other frauds, etc out of desperation.

As the property market in Singapore is declining, those who owned private properties will feel the crunch as not only they are struggling to service their mortgage loans, there are many other bills needs to be paid, like utilities, medical, credit cards, telephone and internet, etc.

Some may turn to crime and we all know that the internet search engines are the best tool with unlimited resources on just about any topic or subject under the sun.

Imagine Professionals, Managers, Engineers and Technicians (PMETs) that has got laid off and can't find a similar salary and benefits package in order to sustain their lavish lifestyles. Their prestigeous image, exclusivity, high class dining habits, status and 'face value' would plunge tremendously.

What's the easy way out? Turn to crime of course!

More frauds cases will be on the increase because these people are tertiary educated and are used to luxurious and comfortable lifestyles.

Even professionals and experts can turn into crooks when desperation, cornered with no way out or unable to sustain their present lifestyles.

Housebreaking Boom Time Is Around the Corner!

The integrated resorts, Marina Bay Sands and Resort World at Sentosa will be launching soon, with Marina Bay Sands having its soft launch around early next year (2010).

So what's the big fuss about it?

This coincided also with the current global economic downturn, higher costs of living, unemployment or being paid well below normal salary package during the economic booms and the launching of the 2 integrated resorts.

Crime rates will be expected to go up, with more housebreaking activities (including factories and commercial premises) and more desparate people may attempt to car-jacking activities and sell it off to neighboring countries for fast money.

Transnational crimes will also rise in tandem with increased criminal activities and so too the organized crime syndicates as well as loan sharks (Ah Longs).

I will be publishing an e-book soon on how easy it is to commit crime right here in Singapore but my intention is not to encourage more crimes but to educate homeowners, industrial and commercial owners, etc to take more proactive security measures.

More importantly it's a win-win situation for general insurers and reinsurers too as they will be forced to review their compensation limit and do a proper security audit through their investigators and loss adjusters.

MPs Feeling the Heat on Personal Protection

My Singapore Security Unlimited Blog now has traffic from all over the world, from Pakistan to Thailand, Indonesia, Malaysia, etc.

I've read many comments from the internet of many Members of Parliaments (MPs) in Singapore are getting 'bodyguard' protection from the police after the MP Seng was set on fire some time ago and MP Denise Phua was threatened by a resident in her ward.

An opposition party activist staying in my area has published an article titled "PAP MP in ivory tower, can't see the ground" and he has mentioned that my area MP has gone door-to-door visits with gifts like caps, etc and surprisingly with a police officer as her bodyguard.

A more appropriate security measure would be plain clothes policemen or using armed guards (a.k.a. auxilliary police).

Imagine the fear of personal assault more important than a well-coordinated terror attack!

There is no better time than now until the impending general election for the terrorists to launch a series of coordinated terror attack as politicians seems worry about their own personal safety while the average Singaporeans are nonchalant - oblivious to the many security loopholes that are easily available for them to exploit.

New Al Qaeda group formed in South-East Asia

Today's The Straits Times (Mar 14, 2009) on the above article headline appeared on page A10.

The "security experts" dismissed the group capability to carry out their terror threats.

Once this newly formed terror group has sufficient financial funding, recruited and expanded their members, recruited trained suicide bombers, gathered the ingredients for bomb-making, decided on the mode of attack, prepared the locations to attack simultaneously and systematically, they are ready to make the swift and decisive attacks smoothly.

The New Age Terrorists are no longer those who are uneducated or lowly-educated, where they take instructions and carry out the planned attacks but someone who is educated, a professional, an expert, a manager, etc and these people can certainly think out of the box and are certainly IT and tecnology savvy. They will not fall for the bait aimed at them and neither they are foolish enough to attack a fortified building and the military as they don't have enough firepower to launch such a massive scale of attacks against the military (they are terrorists, not enemy soldiers).

A well-coordinated attack combining suicide bombings and simultaneous cyber attacks on government and private servers can maim the authorities' ability to respond and react fast enough to curtail more damages caused by the terror attacks.

The New Age Terrorists are also smart enough to avoid those building facilities or installations that has defense-in-depth and target hardening measures - they may attack areas or buildings that has the least security measures implemented and they can cause severe damages not only to the building and its contents, but to the innocent lives - people of are caught off-guard because they least expect to be struck as these New Age Terrorists are unconventional in their attack tactics.

Despite many security measures being implemented, there are always security loopholes easily available.

Two Singaporean JI members released

Another interesting development on Singapore's former suspected JI detainees.

The Straits Times and Today (Mar 13, 2009) both carried out the news of two former ISA detainees being released under Restiction Order after being "successfully rehabilitated."

We now have about 42 ex-ISA detainees deemed "rehabilitated" successfully.

As I've mentioned in my earlier posting, people that are detained for ideolgy or faith grounds and later released after being assessed as not being a threat anymore is not 100% foolproof. Faith is of abstract nature.

Most countries are in global economy crisis and this trend will likely to carry over to 2010 before making its recovery perhaps in 2011.

I'm still in the midst of writing a Special Report on two security loopholes that can still be exploited by criminals, compulsive gamblers, unemployed, people with severe financial hardships (facing eviction order, bankruptcy, etc), organized crime syndicates, transnational crimes, terrorists, etc.

Should you choose to back-out for no valid reasons (please produce valid medical chit or any other documents), you shall agree to compensate me S$5,000 (five thousand Singapore dollars only) for my time and resources spent but you shall not be entitled to claim any Intellectual Property Right to my vital and fatal security loophole discovery.

4. Be prepared for my assistant doing a discreet video and audio recording of our meeting, meant to protect my Intellectual Property Right.

5. Be prepared to allow newspaper journalists who will be there to witness the occasion. You may negotiate for the press media not to reveal the secret and/or your identity.

6. Failure to comply with serial numbers 1 & 2 above will make this transaction void.
